Banned or Penalized
Google has told the webmasters that they reserve the right to protect the quality and relevance of their index, which means for you as the consumer, you must be doing something right in order to gain their overall page rank.
To win Google you must follow their rules and their game. To do this you need to understand the game. There are bans and there are penalties with Google. So what is the difference in the two? A ban is a total removal of your site from the Google search index. This means that your website will not be ranked by Google and they will not allow any of their consumers to view your page. In point you are exorcised from the Google site. A ban is usually based on Spam infractions such as using a guestbook to gain more views.
A penalty just means your webpage has dropped in the ranking Google first offered it. There are specific reasons for this penalty to occur. You may have a less serious infraction for spamming or you may have chosen to place too many keywords in your text. In this case the only way to find your site is by a specific text search.
