Suggested website will not be rejected for bad titles or descriptions. DMOZ editors are used to rewrite them all the time as 99.99% of suggested titels and descriptions are not according to their guidelines. Writing a good title and description might speed up the review process as you suggestion will stand out between all the other websites that did not bother to write something good.
